State map packs

Full offline maps for when navigation apps have nothing to show: an OpenStreetMap vector basemap (roads, trails, water, terrain labels to street-level zoom) plus a searchable index of every official place name in the state — peaks, creeks, springs, towns — with coordinates.

These are data packs, not an app (yet). They power the offline maps in our upcoming mobile apps. Today they're for the technically inclined: the basemap opens in any MapLibre-based viewer or QGIS via the PMTiles plugin, and the name index opens in any SQLite browser (full-text search included).
