RNC raster charts and paper charts were fully discontinued (canceled by Jan 2025) — build on ENC only. Rendering S-57 requires a dedicated toolchain (or pre-render to tiles). Once redistributed, charts are no longer 'official' or auto-updated: ship a 'not for primary navigation / check for updates' disclaimer, keep bundled cells refreshed, and never imply NOAA certification or use the NOAA logo.
